The distinction matters. An aire de stationnement is somewhere to park, and an aire de services is somewhere to park with a service point. This one has toilets and a waste dump that handles grey water and chemical toilet waste, which puts it in between. The tourist board listing gives the address as place Guego and confirms the 7 spaces are free.
What is actually here
Toilets and a waste dump point. There is no electric hook-up, so run on your own batteries. Drinking water is not listed either way, here or on the tourist board page, so fill up before you arrive and do not plan your water stop around this one.
Seven spaces is small. In July and August on this coast, arriving late is a bad plan, and there is no booking system to fall back on.
Where it sits
Saint-Laurent-de-la-Mer is part of Plerin, on the western arm of the Baie de Saint-Brieuc, a few kilometers from Saint-Brieuc itself and just around from the working port at Le Legue. This is a residential seaside village rather than a resort, which is the reason a free aire survives here at all.
The GR34, the coastal footpath that runs the whole Brittany shoreline, passes along this stretch, and the Pointe du Roselier headland is the local walk. The bay has one of the larger tidal ranges in Europe, so the water goes a long way out and comes back fast. If you have never seen a Breton spring tide, check the tide tables before you plan a beach walk.
The aire is in the village, not on a clifftop. Expect a village car park setting, near houses, with the normal consequences for noise and for how much consideration your neighbors will expect.
